The Financial Services Act 2013 (FSA) is the primary law governing banks and other financial institutions in Malaysia. It gives Bank Negara Malaysia its main regulatory and supervisory powers over how banks operate, including consumer protection duties.

When it matters

The FSA is part of why banks have obligations around things like fraud monitoring and cooperating with a bank recall request. If you feel your bank mishandled a scam-related dispute, this Act, alongside BNM’s guidelines, is part of the framework a complaint to BNMTELELINK or the Ombudsman for Financial Services would be assessed against.
